Immediate issues to address include: 1. Identity Cards and Enumeration: - Temporary ID cards (lost ID cards, ration cards) and Family surveys based on changes

Housing: - Temporary and permanent Shelters. The temporary
shelters include huts, community/individual kitchens, cr?ches and
common toilets. The permanent shelters focus on equal housing,
land and location, materials and contractor labor. 3. Food: -
Interim and Long food security. Food ration and supply with
emphasis on nutrition and special needs of pregnant women, elders and
children. Need for long term ration scheme and larger quantities
for 1.5 - 2 years 4. Livelihood: Interim period and Permanent.
Communities basing their livelihood on Fishing or Agriculture will need
support through possible cooperatives, etc. Necessary to review
older debt and outstanding class differences in previous livelihood. 5.
Development Programs: - Education & Health. The following is
being considered in the health category: Basic water and sanitation,
Disease prevention and surveillance, Preventative health and
Counseling. Under Education, a number of broad initiatives are
being considered that span all age groups. 6. Community
Organizational Structures: - Village federation and cooperatives and
role of NGOs, Govt., Donors and Industries. Structures need to be
setup for effective interaction between various functional units based
on equality and fair representation.
